Isabella Adelle Hardy, the 19-year-old daughter of Kevin and Sharla Hardy of Welsh was crowned the 86th International Rice Festival Queen during pageant ceremonies Saturday on the Supreme Rice Sound Stage. “Bella” ins the sister of the 84th IRF Queen, Caroline Hardy.
